SACRAMENTO, Calif. — California’s nation-leading $25 minimum wage for health workers will rely on a significant boost in federal funding and exempt thousands of state employees under an agreement that is expected to be approved in the coming days. The minimum wage hike for more than 400,000 health workers, which will be phased in over several years, was to start June 1, but will now begin no earlier than Oct. 15 and no later than Jan. 1 under a budget deal announced June 22. The legislature is expected to approve the changes and Gov. Gavin Newsom to sign them into law before the new fiscal yea...

LOS ANGELES — Los Angeles County supervisors voted unanimously Tuesday to buy up and forgive millions of dollars in medical debt as part of a comprehensive plan to tackle a $2.9 billion burden that weighs on almost 800,000 residents. The measure, authored by supervisors Janice Hahn and Holly Mitchell, allows the county to enter into a pilot program with Undue Medical Debt, previously known as RIP Medical Debt, a national organization that relieves patients of what they owe by purchasing their medical debt for pennies on the dollar then retiring it. “Medical debt is largely out of people’s cont...

CHARLOTTE, N.C. — Four months after seeking asylum in the U.S., Fernando Hermida began coughing and feeling tired. He thought it was a cold. Then sores appeared in his groin and he would soak his bed with sweat. He took a test. On New Year’s Day 2022, at age 31, Hermida learned he had HIV. “I thought I was going to die,” he said, recalling how a chill washed over him as he reviewed his results. He struggled to navigate a new, convoluted health care system. Through an HIV organization he found online, he received a list of medical providers to call in Washington, D.C., where he was at the time,...

Gov. Gavin Newsom, state lawmakers, and health industry leaders have a small window to reach an agreement on billions of new dollars for Medi-Cal before it’s put to voters in November. An initiative, supported by virtually every sector of the state’s health care industry as well as the local Republican and Democratic parties, would lock in the money for Medi-Cal, California’s version of the Medicaid health insurance program for low-income residents. The funds would be used primarily to increase payment rates for health care professionals who serve Medi-Cal patients. Newsom, a Democrat, initial...

In 2022, San Francisco fireman Robert Muhammad used a work computer to find fellow firefighter Gabriel Shin's home address. Muhammad had earlier threatened Shin for refusing to reveal who was talking about Muhammad's personal business at work. Muhammad took a hydrant wrench to Shin's house and, finding him outside, began repeatedly swinging the wrench at his head, leaving Shin with broken arms and a concussion. The attack stopped only after a neighbor pulled a handgun and confronted him. Shin has filed a lawsuit against the department, but Muhammad has been allowed to remain on the job, and Sh...

New York City's Rent Guidelines Board (RGB) voted to cut rents at rent-stabilized apartments yet again, although you might not know that from the press coverage. Earlier this week, the RGB—a city regulator responsible for setting maximum legal rent increases on the city's roughly one million rent-stabilized units—voted to allow rent increases of 2.75 percent for one-year leases and 5.25 percent for two-year leases. Nominally, that is a rent increase. When compared against the year's 3.3 percent inflation, as measured by the Consumer Price Index (CPI), that's a real decrease in rents. According...
