The government should encourage Hongkongers to reduce food waste at source while also promoting recycling, the founder of environmental group The Green Earth has said. “By letting the public understand both ways to deal with waste, then the outcome, the effect, will be much better,” Edwin Lau of The Green Earth said on government-backed broadcaster RTHK’s Hong Kong Today programme on Thursday. Lau’s comments came after the issue of food waste recycling was raised in the Legislative Council. Responding to questions asked by lawmaker Dennis Leung on Wednesday, Secretary for Environment and Ecolo...

Hong Kong on Monday announced an indefinite delay to a long-debated waste charging scheme, which was initially discussed by the government back in 2005 as a way to address what was described at the time as an “urgent waste problem.” Under the policy, residents and businesses would have been charged according to the amount of rubbish they disposed of – with each litre priced at HK$0.11 – through the use of government-designated bags. The idea was that people would reduce the volume of waste that went straight in the trash, and increase the amount sent for recycling. Originally set to be rolled ...

Hong Kong schools referred 168 cases of students with “severe mental health needs” to public psychiatric services between last December and this March, according to the city’s education chief, amid an upward trend in student suicides. Psychiatric units run by the Hospital Authority (HA) received a total of 168 referrals from school principals, Secretary for Education Christine Choi told the Legislative Council (LegCo) on Wednesday. The HA also received 75 phone enquiries from schools, the minister said. The cases were referred to the HA through a three-tier mechanism which aimed to help school...

Hong Kong has experienced a “much warmer than usual” spring, with the mean temperature of 24.5 degrees Celsius from March to May. It is the second highest figure on record, despite May being both cloudier and cooler than monthly climatological norms. The Hong Kong Observatory on Tuesday issued a summary of May’s weather, noting that it was “characterised by cloudier-than-usual weather with localised heavy rain over parts of the New Territories.” Parts of Sai Kung, in the south-eastern New Territories, saw over 700 millimetres of rainfall in May, while the Observatory in Tsim Sha Tsui recorded ...

Electric cars are a wonderful invention, reducing pollution and the demand for oil. They are also killers. The main problem is that they are so quiet. Blind people, animals and those trusting souls who walk through car parks while checking their mobile phones, all rely on the noise of an approaching car to warn them of its existence. Electric and hybrid vehicles, at low speeds, are virtually silent, or at least inaudible over normal levels of noise around them. People have been complaining about this since the 2000s, when those who follow these things noticed an increase in accidents involving...

Hong Kong may send part of its waste mountain to the Greater Bay Area under a proposal now being discussed, a senior official has said after the government delayed a waste charging scheme for a third time. Secretary for Environment and Ecology Tse Chin-wan said that in order to achieve its goal of shutting down all landfill sites by 2035, Hong Kong had been speeding up development of waste incinerators. However, the official told Metro Radio on Wednesday the city might not be capable of dealing with all its waste after the landfills are shut, and the government was considering transporting som...

By Paul Zimmerman With the decision to postpone waste charging, there is a need to refocus support on the cleaners who sort and collect recyclables in households, businesses, buildings, estates and public areas. The cleaners play a key role in helping building managers minimise waste. Contrary to the popular opinion that the city does a poor job of recycling, Hong Kong is quite successful: we recycle 42 per cent of our used paper, and 92 per cent of our waste metal, including aluminium cans. This is thanks to the efforts of a dense network of cleaners. In addition to the estimated 2,900 scaven...

The Hong Kong government is proposing an “Eco-Recreation Corridor” around Lantau Island’s Cheung Sha, Shui Hau, Shek Pik, and Pui O involving F&B, sports and adventure facilities. A two-month public engagement exercise will begin on Tuesday, according to a Civil Engineering and Development Department (CEDD) legislature paper also set to be presented to lawmakers on Tuesday. The plan aims to transform the area into a tourism and conservation awareness hub. It would see Cheung Sha – home to the territory’s longest beach – developed into a visitor centre with retail and dining opportunities. Camp...

A waste charging scheme first discussed two decades ago will be delayed, the Hong Kong government has said after a trial that saw limited adoption rates among residents. Deputy Chief Secretary Warner Cheuk on Monday told the the Legislative Council’s (LegCo) Panel on Environmental Affairs and Panel on Food Safety and Environmental Hygiene that the waste tax would not go ahead as planned this August. He did not provide an alternative date for the introduction of the scheme. The Municipal Solid Waste Charging scheme, which was originally meant to take effect in April, will require residents to d...

The full implementation of Hong Kong’s waste-charging scheme, which was already delayed to August earlier this year, will not go ahead as scheduled, local media reported on Sunday citing sources. Sources said authorities will not impose the municipal solid waste tax on August 1, and will not set a date for the scheme’s citywide roll-out following a two-month trial run. The plan was first raised two decades ago. The government will continue to distribute designated garbage bags to public housing estates for six months to allow residents to get used to using the designated bags. Private housing ...
