New York City is moving ahead with a plan to introduce a new toll system for drivers entering Manhattan. The costs could add up to $23 for some drivers traveling to the financial district and the midtown area. The new system, called “congestion pricing,” is predicted to pull in $1 billion more revenue for the city.
