By opening the membership negotiations with Ukraine, the EU has decided to face its biggest moment of truth in decades. The eastern European country of some 44 million is by far the biggest potential member state — by surface area, it is larger than the bloc's current number one, France — and integrating it could prove to be a major existential matter. During the "Big Bang" enlargement talks in the early 2000s — the first round of integration of the former socialist countries, some of which had been under Soviet influence for decades — the EU negotiators had a mantra: "Big countries, big probl...

An agreement brokered over the EU top jobs in the wake of last week’s informal summit without Italy’s involvement has triggered the ire of premier Georgia Meloni, who was considered to have earned the role of ‘kingmaker’ in the process after the positive performance of her Brothers of Italy party at the EU elections. The announcement of a preliminary deal brokered yesterday by representatives of the European People's Party (EPP), the socialists, and the liberals came as a bolt out of the blue for the Italian government which did not receive the news well. Meloni has openly contested the select...

Much more followed on the digital front in the wake of those first 100 days. Now as Von der Leyen’s – possibly first – term comes to an end, we assess the state of technology files proposed over the past five years. Digital policy prioritiesOf the 114 tech files announced during the mandate, some 51 were agreed on, five were withdrawn and four were put on ice, according to data collated by the European Parliament. This does not represent the entirety of digital files introduced by the Commission, but they fall under the “A Europe fit for the digital age” package: one of the pillars of the poli...

A new emissions trading system (ETS) adding a carbon price to the cost of fossil fuels used to heat homes and power road transport, could prove a headache for the next European Commission, a senior official has acknowledged. “I think certainly it will be an inflection point,” the head of cabinet to EU energy commissioner Kadri Simson said on Monday (24 June) of the levy due to take effect in 2027. “It may become very controversial,” Stefano Grassi said during a policy discussion hosted by Euronews. “In our analysis, most of the burden will not be sustained by citizens or final consumers, but m...

The EU's Commissioner for financial services today (25 June) berated member states for rowing back on plans to stop taxpayer bailouts for crisis-hit banks. A redraft of financial services laws unveiled last week by the EU’s Council, which represents member governments, adds needless complexity, Mairead McGuinness told an event hosted by the Bruegel think tank. “The Council amendments would not increase financial stability, would not level the playing field, would not improve depositor protection, and would not reduce the use of taxpayers’ money,” McGuinness said, of a legislative redraft produ...

South Koreans will soon be able to indulge in the classic French delicacy boeuf bourguignon but will have to wait longer for a slice of bresaola, the traditional Italian cured beef. The Republic of Korea officially opened market access for beef from France and Ireland earlier this month, putting a stop to an import ban in place since 2001 after the outbreak of bovine spongiform encephalopathy (BSE) – so-called ‘mad cow’ disease. The restrictions were a source of friction in the 2000s while the bloc and South Korea were negotiating their free trade agreement (FTA) - eventually brokered in 2011 ...

Italy’s Prime Minister Giorgia Meloni hosted her Hungarian counterpart, Viktor Orbán, in Rome. The visit is part of Orbán’s Europe tour, which has already taken him to Berlin and will soon take him to Paris. The tour serves as an opportunity for Orbán to meet with leaders of various EU member states and brief them on Hungary's upcoming presidency program, as Hungary is set to take over the rotating presidency of the EU Council. Speaking about the presidency program, Giorgia Meloni said at the very end of the meeting that she is glad some of the issues included in the program are the ones that ...

Only one online platform has been submitting notices about the removal of content to a transparency database set up under the Digital Services Act (DSA), EU Commissioner for the Internal Market, Thierry Breton, said today (24 June) in response to parliamentary questions. Under the DSA, which became applicable to all platforms on 17 February of this year, online platforms will have to submit clear and specific data – statements of reasons – on their content moderation decisions. All providers of platforms need to send this to the Commission's DSA Transparency Database for collection, which is p...

The EU’s landmark regulation for crypto takes effect within the week – and it doesn’t seem that any major specialised players have succeeded in getting authorised. The new regime offers players like exchanges and wallet providers the chance to apply for a license that will let them operate across the bloc. Brussels has crowed about being the first global jurisdiction to set tailored rules for the cryptocurrency market – one that’s seen significant turbulence and manipulation. But, with the clock ticking down, the jury’s still out on whether the EU’s Markets in Crypto Assets law, MiCA, heralds ...

Back in 1952, five years before the Treaty of Rome and the founding of the European Economic Community, Jan Tinbergen, a Dutch Nobel Prize-winning economist, coined a simple but often-overlooked rule for policymakers: the number of achievable policy goals cannot exceed the number of policy instruments. Put differently, an organisation's skills and resources need to be proportionate to its objectives. Seventy years later, this rule is broken within the institutions of the European Union. Some basic institutional math reveals an impossible mismatch between aspirations and capabilities. According...
