The International Criminal Court has issued arrest warrants for top Russian officials over attacks on Ukrainian civilian targets. On Tuesday, the court accused former Russian Defence Minister Sergei Shoigu and chief of staff General Valery Gerasimov of war crimes and crimes against humanity.
