Former Ukrainian National Security and Defense Council Deputy Secretary is served with notice of treason

Sivkovych staged a provocation in the interests of the Russian Federation to beat up members of the Student Maidan on Nov. 30, 2013.

According to the SBI, Sivkovich was recruited by Russia in the nineties, when he was a career officer of the KGB and FSB. The official acted on behalf of the Russian leadership to prevent Ukraine's Euro-Atlantic integration.

In October 2013, he met with Russian Security Council Secretary Nikolai Patrushev as part of consultations between the NSDC delegations of the two countries in Odesa.

According to the SBI, at this event, the traitor received instructions on further subversive activities against Ukraine and suppression of potential protests over Ukraine's refusal to join the EU.

The agency said that, after the start of student protests on Maidan Nezalezhnosti, Sivkovych began to implement Russia's plans. On the night of Nov. 29-30, 2013, he personally supervised the dispersal and beating of students from the office of the Kyiv Police Chief.

As a result of the illegal actions of law enforcement officers, 55 participants of a peaceful assembly on Maidan Nezalezhnosti in Kyiv suffered injuries of varying severity, and more than 300 participants were forced to flee and hide in St. Michael's Cathedral. These events led to a socio-political crisis and mass protests against the political leadership of the country at the time.

In turn, this led to the strengthening of separatism in certain regions of Ukraine and was later used by Russia to conduct subversive activities against Ukraine.

The State Bureau of Investigation stated that, through his actions, Sivkovych damaged the sovereignty, territorial integrity and inviolability, defense capability, and state and economic security of Ukraine. Exceptional prerequisites were created for the aggressor to take active steps to occupy the territory of a part of Ukraine.

Currently, the suspect is in hiding in Russia and is one of the leaders of the anti-Ukrainian movement created by Russian special services. Procedural guidance is provided by the Prosecutor General's Office.

In July 2022, State Bureau of Investigation officers served treason notices on Volodymyr Sivkovych and three Russian FSB officers for espionage.

The State Bureau of Investigation also completed a special pre-trial investigation against Sivkovych on suspicion of unlawfully obstructing protests during the Revolution of Dignity.
