Conscription bill to be submitted for second reading in March, delays expected due to numerous amendments - Parliamentary Defense Committee

MP says the draft law on mobilization may be submitted for a second reading in March

"The main question is how the bill will pass the plenary session, because every deputy has the right to put his or her amendment to the vote. If that happens, it can delay the discussion for weeks," he said.

Some very active deputies have submitted 100-300 amendments, but many of them are technical in nature.

"If someone had a task to delay the process of consideration of the bill, it will definitely not work,” Cherniev added.

“We will consider everything block by block and I hope that we will be able to process this document in the near future."

On Feb. 7, members of the Verkhovna Rada supported the bill in the first reading.

On Feb. 29, MP Yaroslav Zheleznyak of the Holos party said that the Verkhovna Rada could start the second reading of the conscription bill on March 6. The process may take several days, as the bill contains 4195 amendments.

On Jan. 30, the government registered a new version of the bill in the Verkhovna Rada. Among other proposals, the Cabinet of Ministers suggested introducing summonses through the conscript’s electronic office, lowering the conscription age to 25, setting the demobilization period at 36 months, introducing voluntary mobilization for convicts, imposing restrictions on evaders, and prohibiting civil service without military training.

Earlier, Members of the Verkhovna Rada unanimously backed President Zelenskyy’s bill for the demobilization of conscripts.
