According to the report, Republicans in House of Representatives are "seriously considering" the possibility of providing Ukraine with $12 billion of the $60 billion aid package in loan form. Graham previously stated that he discussed this idea with Ukrainian President Volodymyr Zelenskyy during his visit to Kyiv on March 18.

“I have not heard any specific proposals for such a strategy being offered to Kyiv,” the source told the journalists.
“But Kyiv would definitely need to know the conditions under which Ukraine will not have to pay it back.”

The same official added that the proposal was seen as “somewhat offensive,” given the security guarantees Washinton gave Ukraine under the Budapest Memorandum in 1994.
Ukraine's Foreign Minister Dmytro Kuleba noted that he wasn't shocked by the idea of loan-based assistance, although the country hasn't received any details regarding this proposal.
