‘My take’: Alan Shearer suggests what rule changes could be made in England amid Newcastle’s struggles

Alan Shearer thinks he has found a way for the Premier League to allow other team to compete financially with the very best.

Right now, the likes of Newcastle and Aston Villa are considering selling their best players to have any chance of developing their squads this summer due to the tight financial restrictions.

Meanwhile, the likes of Manchester United and Chelsea can spend hundreds of millions of pounds in just one window and face zero repercussions as they prepare to do it all over again in the next window.

However, in a Q and A with The Athletic, Shearer thinks he has come up with a way to make it fair for everyone without clubs risking their futures.

Shearer wants to make big rule changes to the Premier League

Right now, Premier League teams can only spend as much as they make commercially, meaning because the bigger teams bring in more money they are more likely to be successful.

And as they are more successful they become a bigger brand globally and bring in more money and so on and so forth, but this makes it almost impossible for smaller teams to ever break into that secluded group of clubs.

Instead, Shearer is proposing that clubs with wealthy owners and who can afford to invest into their teams without significant risk should be allowed to if they can put assets up and prove you are profitable.

The Premier League’s argument was always that the current rules prevent clubs from overspending and putting their future at risk, and rightly so, but this would still achieve that same outcome as well as allowing Villa and Newcastle to compete.

When asked about PSR, Shearer said: “I don’t think it’s fit for purpose at the moment. My take is that if you could put a bond up or put assets up and if you are profitable and sustainable and it’s guaranteed then you should be allowed to spend. At the minute, you’re not allowed to challenge the elite.

“I guess we’ll have to see what changes are brought in this summer. If PSR was in balance in 1994-95, Blackburn wouldn’t have won the league…”

Newcastle will be really limited this summer

There are so many positions that Newcastle would like to upgrade in – they are after a new left-back, backup striker, new right-winger and now with Sven Botman’s injury a new centre-back.

However, it’s very unlikely that they will be able to afford first-team options in all of these areas in just one window after being forced to not bring anyone in during the January window due to the restrictions.

It’s a slightly different story this summer as their Champions League money will be coming in as well as whatever deal they’ve got with Adidas who will become the kit manufacturer as of next season.

But there’s still a lot of question marks over the futures of Bruno Guimaraes and Alexander Isak who Newcastle have been told may have to be moved on if they want to reinvest in the squad.
