A man is in custody after being arrested on suspicion of driving while under the influence of drugs.
Officers first noticed a vehicle on the A229 near the Blue Bell Hill roundabout in Chatham at around 5.50am today.
The car was followed and stopped just after 6am in Cornwallis Avenue, Gillingham.
A 19-year-old was arrested on suspicion of drug-driving and additionally for driving without insurance.
Inquiries are ongoing.
