Austria convenes conference on autonomous weapons systems

A two-day international conference on autonomous weapons systems is to begin in Vienna on Monday.

The Foreign Ministry issued invitations to the conference, entitled "Humanity at the Crossroads: Autonomous Weapons Systems and the Challenge of Regulation," after expert negotiations under UN auspices in Geneva over the past 10 years failed to lead to talks at the diplomatic level.

Around 130 countries, along with the UN, non-governmental organizations and research institutes, are expected to attend.

Weapons systems that independently select and strike targets using artificial intelligence (AI) are at the focus, especially given ongoing conflicts in the Gaza Strip and Ukraine.

The Israeli armed forces say they are using an AI-supported system to select targets at high speed.

Ukraine is deploying drones that can find targets using AI even when subject to Russian electronic jamming, according to media reports and information from diplomatic circles.

These technological developments are leading to increasingly autonomous weapons with reduced human input.

The conference in Vienna is discuss the necessary extent of human control. The use of AI technology by terrorists and the dangers of an AI arms race will also be on the agenda.

It will prepare a report to UN Secretary General António Guterres for the next UN General Assembly.

While a number of countries have indicated they are open to a non-binding code of conduct on the issue, Russia has come out against a rapid decision on restrictions.
