Ukraine and Portugal sign agreement on security guarantees

President of Ukraine Volodymyr Zelenskyy and Portuguese Prime Minister Luis Montenegro signed a bilateral agreement on security guarantees. Lisbon pledged to cooperate with Kyiv in different areas, according to the press service of the Office of the President of Ukraine.

Portugal, in particular, has pledged to support Ukraine so that it can:

  • exercise its legitimate right of self-defense and resistance against future armed attacks;
  • protect and restore its territorial integrity within its internationally recognized borders;
  • strengthen its economic stability and resilience, including through recovery and reconstruction, creating the conditions conducive to promoting Ukraine’s economic prosperity;
  • pursue the implementation of reforms which are essential to realizing its European and Euro-Atlantic aspirations, including in its path towards European Union and NATO membership.

Thus, Ukraine and Portugal will cooperate in the following areas:

  • security and defense (Portugal will spend at least 126 million euros to help Ukraine in 2024, assist in the modernization of the Armed Forces, in particular, the Air Force and Navy, as well as assist in training Ukrainian defenders and cooperate in the defense industry)
  • in the event of a possible future attack on Ukraine (participation in consultations within the first 24 hours, rapid assistance in the security and economic spheres);
  • intelligence and security (exchange of intelligence and strategic intelligence);
  • humanitarian aid (Portugal will continue to provide humanitarian aid to Ukraine and participate in the reconstruction of the country);
  • political sphere (participation in meetings on the Ukrainian peace formula, imposition of sanctions against Russia, and support for compensation for damages caused by Russia);

The agreement will be valid for 10 years, but its status may be revised if Ukraine joins NATO.

New agreements on security guarantees

Yesterday, on May 27, the President of Ukraine signed a security guarantee agreement with Spanish Prime Minister Pedro Sanchez. This happened during Zelenskyy's visit to Madrid.

Today, on May 28, the head of the Ukrainian state signed a guarantee agreement with Belgian Prime Minister Alexander de Croo.
