Ukraine can use American weapons for its defense and strike Russian formations near the border where necessary, says Michael Carpenter, a representative of the US National Security Council.
In response to a journalist's question about whether the permission for strikes against Russia applies to the defense of Kharkiv and other regions like the Sumy region, a representative of the US National Security Council stated that Ukraine can defend itself as necessary.
Carpenter emphasized that the permission extended to Ukrainians being able to defend themselves, across the border against attacks from Russia coming from there.
