A Broward County grand jury has indicted four Florida police officers on manslaughter charges stemming from a 2019 shootout that resulted in the tragic deaths of a UPS driver and a bystander.
The incident occurred in December 2019, when two armed robbers hijacked a UPS truck, leading to a high-speed chase involving multiple law enforcement agencies. The pursuit ended in a chaotic exchange of gunfire on a busy street in Miramar, Florida.
Frank Ordonez, the 27-year-old UPS driver who was held hostage, was killed in the crossfire, along with Richard Cutshaw, a 70-year-old motorist caught in the line of fire. The two hijackers also died during the shootout.

The indicted officers, all of whom were employed by the Miami-Dade Police Department at the time, now face serious legal consequences for their actions. Rodolfo Mirabal has been charged with two counts of manslaughter with a firearm for the deaths of both Ordonez and Cutshaw, while Jose Mateo, Richard Santiesteban, and Leslie Lee each face one count of manslaughter with a firearm related to Ordonez's death.
The indictments come after a lengthy investigation and grand jury proceedings, bringing renewed attention to the use of force by law enforcement and the tragic consequences that can arise in high-pressure situations.
