Germany, France and Poland are planning to jointly develop long-range weapons, saying that the lack of these kind of arms is a serious gap in European defences.
German Defence Minister Boris Pistorius said at a meeting with his French and Polish counterparts in Paris that the aim was to "bring together a group of European states that agree to close this capability gap in the medium to long term," and to do this by the NATO summit in July.
If all goes to plan, a declaration of intent could then be signed at the summit.
