After devastating the economy, Russian forces are actively making residents of temporarily occupied territories increasingly dependent on the Russian authorities, reports the National Resistance Center (NRC).

Russian authorities have announced a 15% increase in utility tariffs but immediately reminded that subsidies can only be obtained with a Russian passport. Thus, the Kremlin is using utility payments as a tool to achieve the region's passportization goal.

"All occupied territories are subsidized, and the majority of the population cannot afford the tariffs set by Moscow. Moreover, there is no economic justification for Russia to raise these tariffs, but there is a political interest," the report states.

Situation in the occupied territories

In the temporarily occupied territory of the Luhansk region, representatives of the terrorist group LPR (Luhansk People's Republic) intend to transfer housing to Russian security forces and migrants from Central Asia.

Additionally, in June, the Russian army recruited around a hundred teenagers into the Young Army of the Russian Federation.

Furthermore, salaries to emergency services are not being paid in the temporarily occupied territories.
