The video was posted in English and aimed at Ukraine’s international allies.
“There are no atrocities (these) Russian bastards would not commit, including a ballistic strike at the heart of a city of millions,” he wrote.
“This is a reminder that Ukraine urgently requires more air defense, particularly Patriot systems and missiles capable of repelling any Russian attack,” Kuleba wrote.

A series of explosions rocked the capital as Russia launched two ballistic missiles from Crimea at 10:30 a.m. Ukraine’s Air Force intercepted both missiles, though debris fell in several districts, including the central Pechersk area.
Initial reports indicate four casualties in the capital’s Pechersk district [city authorities reported five - ed. note], with two hospitalized and two experiencing acute stress reactions after the Russian attack.
Rescuers believe that people may still be trapped under the rubble.
