Benefits of hundreds of Hudson County welfare recipients stolen by scammers

Some of Hudson County’s most vulnerable residents are hurting even more after benefits were stolen from more than 240 welfare recipients this week, officials confirmed.

County officials believe the thefts occurred when the thieves managed to steal the information from or copy a Welfare Agency client’s electronic benefits transfer (EBT) card that contains Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF) and the General Assistance (GA) cash assistance benefits.

It is believed the thieves are using a “skimming” device discreetly placed over credit card readers at stores.

A Bayonne resident was among the first to report the theft to the county Monday and she is still waiting to be reimbursed.

“I have bills, but luckily I have a landlord who understands,” said the victim, who asked not to be named. “People are dependent on this money and the food stamps, so please reimburse us.”

Hudson County spokesman Mark Cygan said the theft of welfare benefits has risen drastically across the state. In Hudson County, the reported thefts rose from eight Monday to 40 Tuesday, 68 Wednesday to 132 Thursday. Prior this week, the county averaged less than eight replacement cards per day.

“The process time for investigations is usually 24 hours, though due to the current increase of applications the process is taking up to three days,” Cygan said. “Once the investigation is completed, the victim is reimbursed the stolen amount within 24 hours. We provide direct referrals that help advise for those who do not have any money to purchase groceries.

“And for elderly/disabled clients, we partner with Hunger Free to assist with food delivery at their residence.”

The Bayonne victim said she believes her EBT card information was stolen at a local dollar store where another customer found an information-skimming device was placed over the credit card reader.

Cygan said the county has mailed a flier to all its welfare recipients explaining what to do it the benefits on their EBT card have been stolen.

Cardholders will have 30 days from the date they discovered the theft to submit a request. The request for replacement form can be found at www.NJSNAP.gov or by contacting the county board of social services.
