Ukraine increases business grants in Kharkiv to support local entrepreneurs

This enhancement is part of a broader initiative, the eWork project, designed to bolster economic activity in areas impacted by ongoing military conflicts.

Entrepreneurs in the region can now receive state aid for various business development needs, including rent and equipment, with an emphasis on aiding those who are coping with constant disruptions due to Russian shelling.

"We understand the daily challenges faced by entrepreneurs in Kharkiv Oblast," said First Deputy Economy Minister Yulia Svyrydenko. "We commend their resilience in continuing to operate despite shelling, power outages, destruction, and losses. To support them, we have doubled the maximum grant aid available for business development under the Own Business program—to 500,000 UAH ($12,330). These funds can be used for various needs such as rent, equipment, including generators."

In a significant policy adjustment, the government has also revised the Own Business program's eligibility criteria. Now, individuals who have not yet registered as individual entrepreneurs (IEs) can receive grants of up to 75,000 UAH ($1,850) without the requirement to create additional jobs.

Grant qualifications are tiered as follows:

  • Grants ranging from 50,000 UAH ($1,233) to 75,000 UAH ($1,850) now have optional job creation for unregistered IEs
  • Grants from 75,000 UAH ($1,850) to 150,000 UAH ($3,700) require the creation of one job for unregistered IEs
  • All applicants for grants between 50,000 UAH ($1,233) and 150,000 UAH ($3,700) must create at least one job
  • For grants from 150,000 UAH ($3,700) to 250,000 UAH ($6,165), all applicants must create two jobs

The funds from these grants can be used for a range of business-related expenses, including equipment, furniture, software, marketing, and advertising.

Entrepreneurs interested in applying should follow these steps:

  • Register or log in to the Diia digital platform using BankID or an electronic signature
  • Complete the online application form available on Diia
  • Attach a business plan according to the prescribed format
  • Electronically sign and submit the application

The eWork project underpins the Made in Ukraine policy, which aims to promote entrepreneurship and job creation, supporting not just business expansion but also initiatives for veterans, their spouses, and processing enterprises.
