He described the situation in the city as critical, with emergency services working tirelessly to provide assistance and deal with the aftermath of the glide bomb attack.
At least four explosions were reported by public broadcaster Suspilne Kharkiv. The outer wall of the residential building and three floors of apartments were destroyed in the attack. One of the victims was killed at a bus stop near the site of one of the strikes.
Emergency services are assessing the scene and rescue operations are underway, Kharkiv Oblast governor Oleh Synehubov wrote on Telegram.
