According to the newspaper’s sources, corresponding plans were discussed during a meeting of the EU Military Committee on May 15. The proposal was also previously mentioned by Dutch Gen. Michiel van der Laan, the current commander of the European Union Military Assistance Mission (EUMAM), which trains Ukrainian servicemen on EU territory.

France, the Baltic states, and Eastern European countries show the most support for van der Laan's proposal, the report said. Other EU nations have yet to take a definitive stance, while Germany has cautioned "about the risks" of getting more directly involved in the war in Ukraine.

The report highlights concerns that EU instructors in Ukraine could become "prime targets" for Russian forces. There is uncertainty about how the EU would respond if European soldiers were to die in Ukraine.

A decision regarding the future of EUMAM is expected in July, coinciding with a review of the mission's mandate. Currently, EUMAM is set to run until November 2024, with training primarily held in Poland and Germany.
