'In danger': What Leicester City must now do to avoid PSR breach amid 'complex' situation - finance expert

Leicester City face uncertainty around what business they will be able to do this summer due to Premier League Profit and Sustainability Regulations (PSR), so what is their situation with regards to PSR?

Leicester City find themselves in a difficult position ahead of their return to the Premier League, not least because they are currently without a manager due to Enzo Maresca departing to take the Chelsea job.

There are a number of candidates for the managerial vacancy, with former Chelsea boss Graham Potter having emerged as the frontrunner.

Potter is understandably concerned about the financial situation of the club, though, with the Premier League charging Leicester in March with a PSR breach for the three-year period up to the end of the 2022/23 season in which Leicester were relegated.

Leicester appealed this charge, but the outcome of that appeal has not yet been decided.

Legal action complicates Leicester City’s PSR concerns

Leicester are accused by the Premier League of failing to submit their accounts for the 2022/23 season, however the club have argued that as they were in the Championship when the deadline occurred that they did not need to do so.

The club were also asked by the EFL to submit a business plan for the rest of the 2023/24 season earlier in the campaign amid concerns they would breach the Football League’s spending rules.

Leicester City News have now spoken to TBR’s Football Finance Expert Adam Williams who provided an overview of the current situation, letting Leicester fans know what the scenario is ahead of the 30th June deadline.

“Leicester’s situation is complex, perhaps unprecedentedly so.

“They are in danger of breaching both the EFL and Premier League’s Profit and Sustainability Rules, with interwoven consequences.

“To avoid a breach, they do need player sales before 30th June, the end of the financial year and Profit and Sustainability assessment window – in theory at least.

“The legal action the club are taking against both the EFL and the Premier League complicates matters, and they are believed to be confident they can sidestep a points deduction.

“The compensation they have received from Chelsea for Enzo Maresca, will also have eased their issues somewhat.”

What impact will PSR have on Leicester’s manager pursuit?

With Maresca’s departure, Leicester need a new manager as soon as possible in order to prepare for the Premier League.

However, they may have to wait before they can make an appointment in order to ensure it falls into the next PSR assessment window and is therefore not recorded in the current assessment period.

Adam Williams explains this further, as well the likely outcome of this assessment window, as he says: “That situation will also likely mean that the Foxes will avoid formally appointing a new manager until after the PSR deadline has passed so as to kick the cost into the 2024-25 assessment window.

“Either way, I would suggest that player sales are still very much needed before the end of the month.

“It is impossible to know the exact figure without knowing how much Leicester can deduct from their PSR calculation in infrastructure spending, how much they have paid in transfer instalments in 2023-24 etc.

“Allowable losses in the Championship for 2023-24 are believed to be around £13m but how Leicester will be punished if they exceed that figure isn’t known.

“It would likely be a fine rather than a Premier League points deduction because the latter would require the Premier League to sanction a team for breaking another competition’s rules.

“Simply put, there are a lot of moving parts here. And the lack of precedent makes it tough to see how things will fall into place.”

The good news is that a points deduction is unlikely given how important every single point is likely to be in the bid to stay in the top flight.

However, Leicester are far from out of the woods yet and fans will be nervously awaiting the outcome of the 30th June PSR deadline.
