According to sources in the Élysée Palace, the deals will channel financial support for local authorities and critical infrastructure in Ukraine, particularly in the energy sector. The first agreement will allocate EUR 400 million in loans and EUR 50 million in grants to the French Development Agency by 2027, allowing it to “expand its operations in Ukraine.” The agency will provide support for energy and transportation development projects.
The second agreement involves the creation of a “support fund” for critical infrastructure in Ukraine, allocating EUR 200 million to it. Specifically, it will offer “support to French companies in future tenders in the fields of energy, transportation, water supply and sanitation, healthcare, and agriculture.”
“These funds will be used to finance critical projects, strengthen, or supplement damaged energy infrastructure in Ukraine, which remains a target for Moscow,” the report said.
Zelenskyy and Macron will meet in Paris on June 7, after the commemorative events marking the 80th anniversary of the Allied forces' landing in Normandy.
On May 29, Macron announced that during Zelenskyy’s visit, he would officially present a plan for the potential deployment of French military instructors to Ukraine.
